私たち世界中135のチベット支援団体からなるグループは、広島で開催されるG7首脳会議に先立ち、中国政府によるチベットの執拗な植民地化とチベット人の独自のアイデンティティを根絶しようとする政策に関して、断固とした共同行動を取るよう要請します。

70年以上にわたって占領されてきた中国のチベット支配は、20世紀の植民地主義の最後の名残の一つであり、つい先月、Freedom Houseは3年連続で、チベットを「地球上で最も自由度の低い地域」と再びランク付けしました。

チベットの人々は、中国の抑圧と彼らのアイデンティティを消滅させようとする政策の下で苦しみ続けています。これは、約100万人のチベットの子どもたちを家族やコミュニティから引き離した「寄宿学校制度」に象徴されます。

2022年のG7サミット以降、複数の国連人権機関が、寄宿学校制度を含むチベットにおける人権侵害の激化に警鐘を鳴らしています。

  • 2022年11月、4人の人権特別報告者は中国に関する17ページの共同文書を発表し、チベットにおける寄宿学校制度とチベット人が直面する広範な強制同化政策について懸念を表明しました。
  • 2023年2月、国連の専門家は、この寄宿学校制度が「チベットの教育、宗教、言語機関に対する一連の抑圧的な行動」を通じて「チベット人を文化的、宗教的、言語的に同化させることを目的としている」と警告しました。
  • 2023年3月6日、国連の経済的、社会的及び文化的権利委員会(CESCR)も、中国政府によるチベットでの強制的な寄宿学校制度を強く批判し、これを直ちに廃止するよう要求しました。

中国当局は、チベットの子どもたちを意図的に家族や文化から引き離し、国営の寄宿舎で生活させることで、チベット人のアイデンティティを消滅させようとしています。中国はチベットの子どもたちを教育していると主張していますが、子どもたちが、高度な疎外感、アイデンティティの喪失、世代間のトラウマなど、彼らの文化を一掃しようとする国家が運営する寄宿学校に押し込められるとどのようになるかは火を見るより明らかです。
最近の国連人権理事会で、多くの国々の政府がチベットの深刻な状況を提起したことを私たちは歓迎します。私たちは今、この状況の重大性と緊急性に鑑み、G7首脳が以下のような強固な共同声明でチベット人のアイデンティティに対する攻撃に対処することを強く求めます。

1) 中国政府に対し、チベットの寄宿学校制度(学齢前の幼児に対するものも含む)を停止し、チベット語の普及と保存のための現行の憲法と法的保護を維持するよう求めてください
2) 言語、文化、歴史、生活様式などチベット人の明確なアイデンティティを根絶しようとする中国政府の政策を批判してください

みなさんの政府は、中国の指導者に強力かつ直接的な影響力を行使することができる立場にあります。一致団結して行動することは単に北京に対する影響力を強めるだけでありません。私たちの民主主義国家に権威主義の影響力を押し付けようとする中国政府の目論見から、私たち自身をより強く保護することになるのです。

この要請に対して、できるだけ速やかに応えていただくことを期待しています。

We, a coalition of 135 Tibet-related rights groups, are asking to you ahead of the G7 Leaders Meeting in Hiroshima, Japan to urge you to take firm joint action concerning the Chinese government’s relentless colonisation of Tibet and attempts to eradicate Tibetans’ distinct identity.

Occupied for over seven decades, China’s rule in Tibet is one of the last remnants of 20th-century colonialism and, just a last month. Freedom House once again ranked Tibet as the least free territory on earth, for the third consecutive year.

The Tibetan people continue to suffer under China’s repression and policies devised to attack their very identity. This is epitomised by a vast and alarming system of colonial boarding schools that has seen almost 1 million Tibetan children separated from their families and communities:

Since the last G7 Summit in 2022, multiple UN human rights bodies have raised alarm at the escalation of human rights abuses in Tibet, including the residential school system:

  • In November 2022, four Special Rapporteurs issued a joint 17-page communication to China raising concern about the residential school system in Tibet and broader forced assimilation policies facing the Tibetan people.

  • In February 2023, UN experts warned that this school system was “aimed at assimilating Tibetan people culturally, religiously and linguistically” through “a series of oppressive actions against Tibetan educational, religious and linguistic institutions”.
  • On 6 March 2023, the UN Committee on Economic, Social and Cultural Rights also strongly criticised the Chinese Government’s coercive residential school system in Tibet and called for it to be immediately abolished.

By intentionally uprooting Tibetan children from their families and culture, making them live in state-run boarding schools, the Chinese authorities are using one of the most heinous tools of colonisation to attack Tibetan identity. While China claims to be educating Tibetan children, the world knows what it looks like when children are pushed into residential schools run by a state that wants to wipe out their culture, including high levels of alienation, loss of identity, and intergenerational trauma.
We welcome that a number of your governments recently raised the grave situation in Tibet during the recent UN Human Rights Council session. We now urge that, given the gravity and urgency of this situation, G7 leaders address the attack on Tibetan identity with a robust joint statement of concern that:

1) Urges the Chinese government to halt the residential boarding school and preschool system in Tibet and to uphold the current constitutional and statutory protections for Tibetan language promotion and preservation.

2) Denounces China’s attempts to eradicate Tibetans’ distinct identity, including their language, culture, history, and way of life.

Together your governments are uniquely positioned to exercise strong and direct influence on China's leadership. By acting in unison, you will not only increase your influence over Beijing, but this common approach will provide participating governments with a greater measure of protection from China's efforts to impose its authoritarian influence on our own democracies.
